So, the MP of Ukraine Yuriy Miroshnychenko commented on the statement of Prime Minister of Ukraine Volodymyr Groisman on the Question of the Government to the Government in the Verkhovna Rada, in which it was said that the government lacks the authority to solve many problems and advocated their expansion.

Yuri Miroshnichenko stressed that the powers of the government are determined by the Constitution. And in order to change the division of duties and rights of the Cabinet of Ministers, the Parliament, or the President, it is necessary to make a very careful change to the Constitution: “It is very important for us to hear the proper argument, so that in case of need to increase the authority of the government. It needs to be clearly stated what powers are lacking, in which sector, how the government will try to influence the economic, social situation, by expanding powers. ”

Yuri Miroshnichenko, who is a doctor of jurisprudence in the specialty “constitutional right”, noted that in his opinion the Constitution, with the same level of powers as today, is quite balanced: “We have a parliamentary-presidential system. The government in such a system is the main subject of the formation of economic and social policies, and one of the main subjects of the legislative initiative, therefore, applications for the extension of these powers must be considered with the highest degree of care. ”

“As a politician, I see unlikely to introduce amendments to the Constitution regarding the redistribution of powers between the President, the Cabinet of Ministers and the Verkhovna Rada, because for a not very long history of Ukrainian independence, we have already changed several times the model from the presidential-parliamentary to the parliamentary-presidential one. And it will be possible to make changes to the current model only when it will be clearly understood how this will affect the state of the economy, the social sphere “, – stressed the parliamentarian.
