BIRTH-UP DIMENSIONS WILL BE REFLECTED AT THE BEGINNING LEVEL IN 2014

Statement by people’s deputy of Ukraine Yuriy Miroshnychenko commenting on the draft Resolution “On the appeal of the Verkhovna Rada of Ukraine to the Cabinet of Ministers of Ukraine regarding the resumption of child benefit payments in the amount of multiple 30, 60 and 120 living wage rates paid before June 30, 2014, registered in the Ukrainian Parliament on October 23, 2018 at No. 9233, by which he is the author.

“We all remember that starting from July 1, 2014, childbirth assistance does not depend on the number of children in the family, its size is 41280 UAH. and has not been reviewed for more than 4 years. Since that time, child care has been canceled until she reaches her three-year age. Such decisions of the state put many families with children in a difficult financial situation and led to a catastrophic decline in the birth rate in Ukraine. Thus, the fertility rate (the number of live births per 1000 population) has a rising downward trend: in 2013 – 11.1; 2014 – 10.8; 2015 – 10.7; 2016 – 10.3; 2017 – 9.4, this year it will be even lower. Excessive deaths over the number of live births in January-August 2018 is really catastrophic: 100 deaths – 58 live births. Add to this the full picture of the mass emigration of Ukrainians abroad, “- emphasizes Yuri Miroshnichenko.

The calculations show that when restoring the payment of assistance at the birth of the first child in the amount of multiple 30 living wages for children under the age of 6, the second child – 60 living wages, the third child and the following children – 120 subsistence minimum, the parents will be able to receive the following payments:

at the birth of the first child – 46 770 UAH. (from December 1, 2018 – UAH 48,780);

at the birth of the second child – 93 540 UAH. (from December 1, 2018 – UAH 97,560);

at the birth of a third child and subsequent children – UAH 187 080. (December 1, 2018 – UAH 195,120).

As a Doctor of Law, Yuriy Miroshnychenko states: “Articles 3 and 8, parts two and three of Article 22, and part three of Article 51 of the Constitution of Ukraine have rules that clearly indicate the state’s obligation to restore child support payments at multiple multiples of 30, 60 and 120 subsistence minimum, taking into account the number of children in the family, in accordance with the provisions of the law, which were significantly lowered by law from 11/27/2014 № 1166-VII. ”

“In order to quickly restore the payment of childbirth assistance in the amount of multiple 30, 60 and 120 subsistence minimum, taking into account the number of children in the family, it is proposed to amend the legislation, restoring the corresponding payments on the grounds, in the amount and in the manner prescribed by the legislation in force before July 1, 2014, and to immediately provide the necessary expenditures in the state budget of Ukraine, “Yuri Miroshnychenko convinced.
