Miroshnychenko Yurii Romanovych is a Ukrainian politician, lawyer, public person, scientist, and human rights defender.

The Central Election Commission – Appointed as a Central Election Commission Member by the Verkhovna Rada of Ukraine, Resolution no. 182-IX of 4 October 2019.

Since May 2006, is a People’s Deputy of the Parliament of Ukraine (of the V-VIII convocations);

Since December 2014 (the Parliament of Ukraine of the VІІІ convocation) is a member of the Committee on Legislative Support of Law Enforcement, the Head of the Subcommittee on the Reform of the Penitentiary System,  and the Functions of Penitentiary and Probation Offices (December 2014);

Since December 2012 – November 2014 (the Parliament of Ukraine of the VІІ convocation) is a Deputy Chairperson of the Committee on Foreign Affairs;

Since December 2007 – December 2012 (the Parliament of Ukraine of the VІ convocation) is a member of the Committee on Legal Policy, Chairperson of the Subcommittee on Organization and Functioning of Judicial Bodies, Notary, Advocate Associations and Provision of Legal Assistance to Citizens;

Since May 2006 – December 2007 (the Parliament of Ukraine of the VІ convocation) is a member of the Committee on Justice, Chairperson of the Subcommittee on Procedural Legislation.

Childhood and school-time:

 Born on February 03, 1970 in the village of Lisino-Korpus, Tosnensky district, Leningrad region.

The roots of Yurii Miroshnychenko along the mother’s line originate from the Kuban Cossacks, and along the father’s line drive into the ancient Circassian (Adygh) Koolovykh kind.

Since 1977 till 1981 he studied at high school Kalevala village (Karelia).

Since 1981 till 1987 he studied at the Novgorod-Siversky boarding school named after K.D. Ushinskogo (Chernihiv region.), which he graduated with honors (summa cum laude).

The politician admits that it was the teaching at a boarding school that made his life harder.

“There was no other school in our village. However, I do not regret about studying at the boarding school. I am grateful for this school for hardening me. Many of our graduates became scholars, doctors, and teachers”, said Yurii Miroshnychenko.

His classmates respected him. And even now he lovingly recalls the student committee, acting on the principle of self-government: the students were accustomed to work from a very childhood, in particular, boys repaired the electric motors, refined the details. Girls worked in a sewing workshop.

Independence and love of freedom are the features of a character that helped Yurii Miroshnychenko when making important decisions: from their adoption, the organization of their execution to the full responsibility of the result.

Military Service:

Since 1988 till 1989, Yurii Miroshnychenko took an army service at the training center of the Academy of Strategic Missile Forces named after Dzerzhinsky (Moscow city, Kaluga Region).

First, he was appointed commander of the department, later – the deputy commander of the platoon.

From the very childhood extraordinary leadership skills helped Yurii Miroshnychenko become a leader in the team, initiating new ideas. During his service in the Soviet Army, he took an active part in the elections to the Parliament of the Soviet Union (1989). The young soldier not only offered an alternative candidate from their military unit, but also insisted on voting, which led to the election of the  person he proposed.

Higher education and scientific activities:

The adoption of important decisions by Yurii Miroshnychenko has always been based on a thorough theoretical basis, which avoids mistakes and forecast the development of the situation in advance. Consistency and predictability have become inalienable professional qualities of the politician.

Since 1987 until 1990 he studied at the Nizhyn Pedagogical Institute at the Faculty of Foreign Languages;

Since 1990 till 1994 he studied at the Taras Shevchenko National University of Kyiv at the Faculty of Foreign Languages;

2001 graduated from the Faculty of Law of the Academy of Labor and Social Relations (with honors) (Kyiv);

2004 Master’s Degree in Public Administration at the National Academy of Public Administration under the President of Ukraine, (Kyiv);

2006 he defended Ph.D. thesis on the topic “Democratic mechanisms for the preparation and adoption of state-political decisions” (Koretsky Institute of State and Law of the National Academy of Sciences of Ukraine), candidate of political sciences, qualification degree “Political Institutions and Processes”;

On November 27, 2012, Yurii Miroshnychenko defended his thesis for obtaining the degree of Doctor of Law. The theme of the thesis is “Constitutional and Legal Provision of Democracy in Ukraine (Theoretical and Practical Aspects)”;

On March 28, 2013, the decision of the Attestation Board of the Ministry of Education and Science, Youth and Sports of Ukraine awarded the scientific degree of the Doctor of Law in the qualification degree “Constitutional Law, Municipal Law”;

On February 25, 2016, the decision of the Attestation Board of the Ministry of Education and Science of Ukraine, Yuri Miroshnychenko, was awarded the title of associate professor of the Department of History and Theory of State and Law.

On June 26, 2019, by the decision of the Attestation Board of the Ministry of Education and Science of Ukraine, Yuriy Miroshnychenko, was awarded the academic title of professor of the Department of Constitutional Law, History and Theory of State and Law.

Political and party activities:

Having convinced that people’s deputies and political forces represented in the Parliament, can significantly accelerate social and economic transformations in Ukraine, in 1998-2000, Yurii Miroshnychenko has been actively involved in the elections to theParliament of Ukraine in single-mandate constituencies. Here he gets an invaluable political experience, tightening his will and character.

“I remember how, during the election campaign, I talked with the inhabitants of the deaf Polissya villages in Chernihiv region, who at that time even did not even see how the Ukrainian money looked. Can you only imagine: they lived only in the natural economy at the end of the twentieth century! And although I did not manage to reach the end of the election race, I decided that I would not retreat anyway!”, recalls the politician.

In 1999, Yurii Miroshnychenko led his own political party “New Generation of Ukraine”, one of the most promising political forces in the middle class and youth.

In 2004, the party “New Generation of Ukraine” unites with Serhiy Tigipko’s party “Trudova Ukraina”, and Yurii Miroshnychenko becomes deputy head of the united party. Then he participates in the election of the President of Ukraine in the team of Victor Yanukovych.

“When in 2003 Victor Yanukovych was the Prime Minister of Ukraine, we saw that the economy grew by 13% per year (one of the highest in the world). Next year I decided to support him in the presidential campaign”, recalls Yurii Miroshnychenko.

At the end of 2005, a young politician becomes a member of the Party of Regions. In 2006, 2007 and 2012, Yurii Miroshnychenko becomes a people’s deputy of the Parliament of the fifth, sixth and seventh congresses on the electoral roll of the Party of Regions. From 2014 he was a Chairperson of the Party of Development of Ukraine. Yurii Miroshnychenko was elected to the parliament on the electoral roll of the newly formed political party “Opposition bloc”,  and is a member of the same parliamentary faction, at the same time, remains the chairperson of the Party of Development of Ukraine.

From March 2010 to February 2014, Yurii Miroshnychenko was the representative of the President of Ukraine in the Parliament of Ukraine.

Today, Yurii Miroshnychenko has more than twenty years of political experience.

Main stages of political activity of Yurii Miroshnychenko:

From 1997 to 1998 was a candidate to Ukrainian Parliament in single-mandate constituency in Chernihiv region;

In 1999 ran for a position of the Mayor of Kyiv;

From 1999 to 2004 was a founder and chairperson of the political party “New Generation of Ukraine”;

In 2000 was a candidate to Ukrainian Parliament in single-mandate constituency # 130 in Mykolaiv region;

In 2002 was a candidate to Ukrainian Parliament from the the political party “New Generation of Ukraine” (#1 in the electoral list);

From 2004 to 2005 was a member of the presidium, deputy head of the Labor party of Ukraine (head of the party Serhiy Tigipko);

In 2004 was a member of the election team of the candidate to the position of president of Ukraine Viktor Yanukovych;

From 2005 to April 2014 was a member of the Party of Regions;

In 2006, 2007 and 2012 was elected as a member of the Parliament of the fifth, sixth and seventh convocations on the Party of Regions electoral list;

From 2010 to 2014 was the Representative of the President of Ukraine in the Parliament of Ukraine;

In 2014 was elected as a member of the Parliament on the electoral list of the newly formed political party “Opposition bloc”;

Since 2014 року is a chairperson of Ukraine Development Party;

Since December 2014 is a chairperson of the subcommittee on the reform of the penitentiary system, the activities of the enforcement authorities and the probation of the parliamentary committee on legislative support to law enforcement.

Being a member of the Parliament of four convocations, Yurii Miroshnychenko is the author of several hundred of bills. The initiator of the creation and successful implementation of many inter fractional associations, temporary and permanent working groups.

Since November 2014 Yurii Miroshnychenko initiated the creation and co-chair of the permanent interdepartmental working group on penitentiary reform, formed on the basis of the parliamentary committee on legislative support of law enforcement and the Ministry of Justice. It works on the basis of mechanisms of the full cycle of public policy, and in addition to representatives of the parliament and executive authorities, it also includes scientists, experts, lawyers, human rights defenders, leaders of public organizations, representatives of the offices of the European Union and the Council of Europe in Ukraine, other international organizations. The main results of the working group activities are drafted and adopted bills on penitentiary reform.

Yurii Miroshnychenko initiated the creation of the National Platform “Ukraine Friendly to Autism,” which is a communicative platform for representatives of public authorities and civil society, designed to unite the efforts of all stakeholders to address issues of children and adults with disorders.

Since fourth of October 2019 the Verkhovna Rada of Ukraine, Resolution no. 182-IX, appointed him to the post of Central Election Commission Member. He took the oath of the CEC Member at the same day.

Responsible for ensuring the implementation of powers of the Central Election Commission in Donetsk and Luhansk regions.

Main activities at the Commission:

  • coordination of issues related to the arrangements and measures implementation to improve the legal culture, legal awareness and voters responsibility
  • coordination of issues related to the polling stations formation, the activities and formation of polling station election commissions during the arrangements and conduct of elections of the President of Ukraine, Members of Parliament, nationwide referendum, local elections and referendums on vessels flying the State Flag on election or voting day, at the polar station of Ukraine, at penal correction facilities, another places of voters (citizens) temporary residence with reduced mobility;
  • coordination of issues related to legal protection and realization of election rights and the right of internally displaced persons to participate in referendums, proposals preparation for improvement and unified application of the legislation of Ukraine, clarifications and recommendations on these issues.

On the way to a Christian-democratic society:

In the early stages of his political career, Yurii Miroshnychenko was a progressive liberal democrat focused on the development of a modern market economy.

Subsequently, Yurii Miroshnychenko began to approach the Christian democratic model of the development of society, where traditional Christian values are being implemented in a democratic law-governed state.

Social activities:

Working on leading positions in business structures, Yurii Miroshnychenko began to realize the need for the establishment of civil society institutions as the most important precondition for the civilized development of a market economy. He becomes a co-founder of a number of public organizations, the most influential of which was the All-Ukrainian Public Association “NEW GENERATION”. In just a few years, a team of successful representatives of the “NEW GENERATION” was able to implement educational projects of nationwide scale: the All-Ukrainian School of the New Generation Policy (2001-2005) and the All-Ukrainian Youth Leadership School (2003-2007). Training in both schools was based on modern methods of organizational-activity games, which allows to train genuine specialists and leaders for the development of Ukraine.

From 1998 to 2007 was a founder and president of the All-Ukrainian Public Association “NEW GENERATION”;

From 1999 to 2006 was a member of the Public Collegium of the State Committee for Regulatory Policy and Entrepreneurship;

From 2000 to 2005 was a member and chairperson of the Regional Ecological Center REC-Kyiv;

From 2001 to 2005 was a rector of the All-Ukrainian School of New Generation Policy;

From 2003 to 2007 was a rector of the All-Ukrainian School of Youth Leaders;

From 2003 to 2006 was a deputy chairperson of the National Council of Youth Organizations of Ukraine;

Since 2005 is a president of the Center for Effective Governance (on a voluntary basis since April 2006).

Business Career:

In the early 1990s, after the collapse of the Soviet Union, while being a student, Yurii Miroshnychenko led a team of like-minded people and created firms to provide advisory and legal services to entrepreneurs and citizens. In his younger years he had professionalism, competence and fulfillment of obligations. At that time, the team of Yurii Miroshnychenko was one of the first in this market. In the second half of the 1990s their enthusiasm inspired many and led to the creation of a civilized market for consulting and legal services.

In 1995-1996 Yurii Miroshnychenko worked at the private detective agency “Python”. For almost two years he had served as an adviser to the Department of Economic Policy of the Ukrainian Union of Industrialists and Entrepreneurs. “Here I received an invaluable experience of analytical work. And when it became clear that there were private entrepreneurs in the country who needed to protect their own interests, we founded the All-Ukrainian public association “NEW GENERATION”, recalls Yurii Miroshnichenko.

From 2003 to 2004 – deputy head of Legal Department of Ukrtransgas-Service;

From 2005 to 2006 – president of the Center for Effective Governance;

Since May 2006 – Member of the Parliament of Ukraine.

Awards :

In 2002, Yurii Miroshnychenko was awarded the Honorary Diploma of the Cabinet of Ministers of Ukraine, in 2013 – the Honorary Diploma of the Parliament of Ukraine.

In 2011, Yuriy Miroshnychenko was awarded the title “Honored Lawyer of Ukraine”.

Family:

“Throughout all my life I feel love and care of my mother Valentyna Sergeevna,” says Yurii Miroshnychenko, with warmth and love. “My younger sister Alena, my close friend, we give each other the warmest feelings of the true family!”

“My children are my wealth: Vita (1993 year of birth), Maxim (2005 year of birth) and Solomia (2009 year of birth). For each parent, their children are a manifestation of love, an embodiment of a better future and hope. I am proud to have such children!

Senior daughter Vita graduated from the University with a law degree of international lawyer. She is already independent, but I try to communicate more with her, pay attention to her. I am very glad that I have such an adult child, my daughter. Solomia and Maxim are children of school age. They are happiness for us, parents”, says Yurii Miroshnichenko.

Attractions:  

Yurii Miroshnichenko is fond of green tourism and sports. The member of the Parliament is convinced that the politician in Ukraine should be much more than a politician. He should be an example to follow!
