The key to a safe penitentiary system is the qualification of staff!
This was emphasized by the People’s Deputy of Ukraine Yuriy Miroshnychenko during his speech at the presentation of the report of the NGO “Ukrainian Institute of Human Rights” on visits to penitentiary institutions in order to study the issue of observance of the rights of persons held in these institutions.
Yuri Miroshnychenko, who is the chairman of the subcommittee on reforming the penitentiary system, the work of the penal and probation agencies, emphasized that the subcommittee is actively working on the legislative part of the implementation of changes in the penitentiary system, but this will not matter without their further realization.
The parliamentarian noted that one of the key points in respecting the rights of prisoners is a separate work with the personnel of the penitentiary institutions, which is to control the proper performance of their duties:
“I personally speak to workers, tell them what is important and about all the challenges ahead of them. Continuous training is simply necessary, since outdated violent methods of work have not changed since the Soviet era. I am convinced that this can be changed, but an alternative to the staff should be told. “
The politician thanked the employees of the “Ukrainian Institute for Human Rights” and emphasized that their analytical report was taken up by the subcommittee, which he headed: “We will analyze and review all the comments related to changes in legislation. And the remarks that are there, we will systematically correct, work with them and inform about them. “
