WOMEN WHO GAVE BIRTH AND HAVE TWO OR MORE CHILDREN SHOULD GO TO PENSION EARLIER

On December 19, 2018, at the registration number 9422, the Verkhovna Rada of Ukraine registered a bill “On Amendments to the Law of Ukraine” On Compulsory State Pension Insurance “(concerning pensions for women who gave birth and raised two or more children), the author of which is the People’s Deputy of Ukraine Yuriy Miroshnychenko.
The author of the bill emphasizes that in recent decades in Ukraine there has been a catastrophic decline in fertility, especially since this problem became after 2014.
Thus, according to the State Statistics Service of Ukraine, in 2013, 503.7 thousand children were born, in 2014 – 465.9 thousand, in 2014 – 411.8 thousand, in 2016 – 397.0 thousand. , in 2017 364,0 thousand, in 9 months of 2018 – 255,1 thousand children. Even if we take into account that part of the territories of Ukraine was temporarily occupied in 2014 and there is no statistical data on them, then the dynamics of fertility in recent years is still catastrophic. Thus, the fertility rate (the number of live births per 1000 population) has a rising downward trend: in 2013 – 11.1; 2014 – 10.8; 2015 – 10.7; 2016 – 10.3; 2017 – 9.4, in 2018 is expected further decrease.
Unfortunately, for many families, the availability of only one child becomes the norm. With the fact that even for a simple reproduction of the population in the family must be at least two children.
Against the backdrop of growing external migration, the demographic situation in Ukraine is becoming increasingly catastrophic.
Thus, additional social guarantees for women who give birth and education to children, especially in the context of the growth of Ukraine’s gross domestic product, as reported regularly by the Government of Ukraine during the past year, should create favorable conditions for the growth of fertility and the education of children, which is in a situation of deep demographic crisis becomes a matter of national security.
One of these social guarantees for women who were born and raised to two or more children under the age of eighteen should be the right to apply for a retirement pension if there is a shorter period of insurance than the statutory period, depending on the number of such children. It is offered for women in the presence of two children – to reduce the necessary insurance period of one year, in the presence of three children – for two years, in the presence of four children – for three years, etc.
In addition, it is suggested for such women, before reaching the age of 60 years, to have the right to an old-age pension, depending on the number of children they gave birth to, and raised to the age of eighteen: in the presence of two children – at age 59; in the presence of three children – at age 58; in the presence of four children – at 57, etc.
The implementation of this legislative initiative is proposed by supplementing the Law of Ukraine “On Compulsory State Pension Insurance” with a new article 26-1, according to which to establish the conditions for the appointment of a retirement pension for women who gave birth and raised two or more children, in particular:
women who were born and raised to the age of eighteen by two or more children, to grant the right to apply for a retirement pension if there is a shorter period of insurance experience from the statutory provision, depending on the number of such children: in the presence of two children – one year less; in the presence of three children – two years less; in the presence of four children – three years less, in the presence of five children – four years less, in the presence of six children – five years less, in the presence of seven children – six years less, in the presence of eight children – on seven years younger, in the presence of nine children – eight years less; in the presence of ten children – nine years less; in the presence of eleven or more children – ten years less;
before reaching the age of 60 years, the above mentioned women, if they have the appropriate insurance record, will be entitled to a retirement pension, depending on the number of children they gave birth to and bring them up to the age of eighteen: in the presence of two children – at 59, in the presence of three children – at 58 years, in the presence of four children – at 57, in the presence of five children – at age 56, in the presence of six children – at age 55, in the presence of seven children – in 54 years, in the presence of eight children – at 53, for the presence of nine children – at 52, in the presence of ten children – at age 51, in the presence of eleven or more children – at 50 years.
In addition, it should be established that if such a woman has already given birth, children who are entitled to a lower length of service and / or a corresponding retirement age to apply for a retirement pension, but one child or more children before reaching the age of eighteen, such woman has the appropriate right, but the central executive body implementing the state pension policy has the right to monitor the fact of the residence and education of such child / children by the woman before reaching her / they are eighteen years of age.

Thus, the adoption of the bill will contribute to the improvement of the demographic situation in Ukraine as well as give women who were born and raised to the age of eighteen, two or more children, additional social guarantees in the form of reducing the length of the period of insurance to obtain the right to retirement and age for retirement for a pension that will have a positive long-term effect for society and the state.
